New Items for 2017
New rare play chart to be used for "no injury" specials. Roll 20-sided and go with #1-20 that appears on the die.
Using a player as a catcher who does not have a Catcher rating.
In addition to being a 5emax, T1-20, PB1-20... Player is a w and Pitcher is dotted
New Items for 2013
1) the Outman Rule:
based on the non-issue, there seems to be no rule...if traded and then cut and a guy comes up on ANY down team he is fair game to that new owner. We need to be accurate and diligent about our 45 man rosters for accuracy sake.
2) the pitcher as a hitter rule (Strasburg rule):
If you are using your pitcher as a pinch hitter you must use the pitcher number hitter card 1-8, not his personal hitter card. Also, you cannot hit a pitcher with a hitter card at an abnormal spot in the batting order. 8th or 9th only. Also, if using a pitcher hitter card 1-8 as a pinch hitter the injury on that hitter card is viable and if rolled then follow normal injury rules.
3) solo interleague games must be played by July 4th.
4) From the bonus card set only pitcher hitter cards will be used, but see rule above for usage.

Item 1 New Stadiums Passes
On draft day, every GM would roll a 20 sided die. If the GM rolls a "19" or "20", the city buys the team a new stadium of their choice. Once an owner recieves a new stadium, he cannot recieve another stadium for a period of 5 years. This rule will eliminate the "draft a stadium rule" that has never been used.

This rule would allow a franchise to change their down team to their other original team picked. Exp: Oakland to Pittsburg. The cost would be no additional players from their down team for 2 years and rookies an un-owned players from both teams would be availible for drafting for 2 years. It would work this way using KC as an example. Before the draft and getting the cards, Kansas City would announce they are moving their down team to Atlanta. KC would not recieve any of the new player cards for KC, retaining only what players they had from the previous year. Tommy Hanson would be drafted along with any KC prospects too. In 2011 KC would not recieve any players from either team and un-drafted players would be availible to draft. In 2012 KC would be officially moved to Atlanta. It is a steep price, and any team would risk being stripped bare by the other GM's.

Item 3 "Infield In" rule Passes.
This rule would add the GB+ to be a single with the infield in. The current rule is that all # numbers on the fielding chart are singles and the fielders rating is increased by one number. The current rule works as a 30% increased chance of a hit from the fielding X chart. There are 18 chances out of 216 to roll an GB (x). Multiply by .30, a hitter would increase his average by .025 pts (not including BB, HBP and sac). A .300 hitter would become .325 with infield in. If the GB+ was added to our current rule, the hitter would add an additional .0278 to their average to make a .300 hitter a .353 hitter with the infield in. The feeling is that the current rule is not a big enough penalty for bringing the infield in.

Super advanced rule 23.3a says that the sum of a pitchers hold and catchers arm may not exceed the range of -5 to +5 (before the actual hold). Example: Y Molina (-4) and Zach Grienke (-4 hold) would be only (-5) than an additional -2 if the manager is holding the runner.
We have not used rule 23.3a, and this is the second time this rule has been called for a vote. It would allow for more stolen bases, and a more accurate SB percentage. It wouldn't punish pitchers with high holds as much.

Each team would give a list of 10 players that would be unprotected (80 players total). This list would be avail on this web site. Starting with the worst record and ending with the top seeded first place team, we would have a 2 round free agent draft of those 80 players. No more than 4 players could be taken from 1 team, and a GM can draft from his own list of unprotected players. This would help the lower tier teams, making it more difficult for the elite teams to hoard players in the minors, while they could be starting for other teams. This draft would not have to take place while we are all together, and could take place via text, phone or email, and over a period of days.
